The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

On 7 October 2020 the media reported that a Knysna councillor resigned two months after becoming the chairperson of the Municipal Public Accounts Committee (MPAC). He cited corruption, non-cooperation from fellow councillors and the municipal administration among the reasons for his resignation. In light of the information above:

 

  1. How many cases are currently before the MPAC at each of the province’s 26 municipalities and at the City of Cape Town;
  2. How many of these cases implicate politicians;
  3. How many of these cases implicate municipal officials; and
  4. What is the value of the irregular, unauthorised or fruitless and wasteful expenditure currently being investigated by each council MPAC?

In terms of the Hangberg Peace Accord, made an order of the court on 19 October 2011, housing would be developed in the Hangberg area, Hout Bay. The City of Cape Town completed phase 1 in 2016.

  1. (a) What developments have been planned for the Hout Bay Informal Development Area (HIDA) and (b) what land parcels have been identified for housing development in the HIDA;
  2. whether the land parcels identified are available for development; if not, why not; if so, what are the relevant details;
  3. what land, belonging to SANParks, has been made available for development in the HIDA;
  4. at what stage is phase 2 of the development of community residential units (CRUs) in Hangberg, Hout Bay;

The Hangberg Peace Accord was made an order of the court on 19 October 2011. The Peace Accord and the court order established a community forum known as the Peace and Mediation Forum (PMF). With regard to the PMF:

(1)  Whether he has met with the PMF, (a) if so, (i) when did those meetings take place, (ii) what were the agenda items of those meetings, (iii) what recommendations were made or what decisions were taken at those meetings and (iv) can copies of the minutes of those meetings be made available; if not, why not; and (b) if not, (i) why not, (ii) has he been represented at any of the meetings of the PMF, (iii) what were the agenda items of those meetings, (iv) what recommendations were made or what decisions were taken at those meetings and (v) can copies of the minutes of those meetings be made available; if not, why not;

(2)  whether the PMF has been properly constituted; if not, why not; if so, what are the relevant details;

 

(3)   when did the community of Hangberg hold an annual general meeting (AGM) to elect their PMF representatives;
