With reference to claims made in the media on 2 April 2020 that her Department has several programmes that provide food to approximately 1 000 000 people who are food insecure:

 

  1. What is the detailed breakdown in terms of (i) age, (ii) area and (iii) food products given and (b) what is the (i) number and (ii) details of child-headed households supported during the lockdown period?
Answer Body: 

The media release of 2 April referred to 100 000 beneficiaries and not 1 000 000.

During the lockdown period the Department of Social Development via the Sustainable Livelihoods programme made provision for 4920 food parcels that was distributed to all Targeted feeding beneficiaries and their households to provide for a family of 4 with nutritional support. The programme was therefore able to reach a total of 19 680 beneficiaries. 

The programme also provided hot meals to 5000 beneficiaries daily at the 20 Community Nutrition and Development centres across the Province.  The Existing Targeted Feeding sites were also up scaled and provided 1890 additional meals on a daily basis. Additionally, 15 beneficiary organisations providing food relief to 10 000 beneficiaries were supported by FOODFORWARDSA with ingredients to prepare hot meals.

On the current food parcel distribution, to date (13 May 2020), we have managed to distribute 23 039 food parcels, assisting more than 92 156 family members, assuming an average family size of four. 

Three meals a day was provided to 27 000 residences in Social Development funded Old Age Homes, shelters for Woman, Shelters for Homeless, Child and Youth Care Centres and homes for the Disabled. Food was also provided to 50 000 children that benefitted from ECDs.  Meals were also provided at 14 Drop-in-Centres and by 20 HIV/AIDS NPOs that reached 4000 beneficiaries per week.

  1. (i) 16 child headed households

(ii) One child headed household in Strand area, 2 Households in Delft, 12 in Khayelitsha and 1 in Milnerton. These households have been supported with food parcels and psychosocial support. They also supported by specific NPOs contracted by the Department.
