With regard to the COVID-19 outbreak:

  1. Whether her Department was consulted and supports of the use of the Strandfontein sports grounds as a temporary shelter for homeless people; if not, why not; if so, what are the relevant details;
  2. Whether there are any other sports facilities that have been availed and/or are currently in use for the COVID-19 response; if not, why not; if so, what are the relevant details?
Answer Body: 
  1. No, the Department was not consulted on the use of the facility. The Constitution has recognised the role which municipalities can play as local sport facilities and municipal parks and recreation, fall within the provision of municipalities (Schedule 4 , Part B).  The City of Cape Town is constitutionally mandated to deal with facilities falling under their purview, without the need to engage with the provincial government.

Within the 6 Districts of the Western Cape, the following bears reference.

    1. Central Karoo:
      • All 3 local municipalities namely; Prince Albert Municipality, Beaufort West Municipality and Laingsburg Municipality have confirmed that no sport grounds/ halls will be utilised for quarantine purposes.
