With regard to the COVID-19 outbreak:

 

  1. Whether the COVID-19 outbreak has had any impact on her Department’s budget and on the funding of various stakeholders and entities; if not, why not; if so, what are the relevant details;
  2. Whether her Department has offered any support to athletes, artists, sport fraternities and traditional leaders during the nationwide lockdown; if not, why not; if so, what are the relevant details?
Answer Body: 

 

  1. Yes, the COVID-19 pandemic has impacted on the department’s budget. Details of which are as follows:
    1. Support to Provincial Events
      • All events within the Province have been cancelled or postponed indefinitely.
    1. Sport & Recreation activities
      • All activities within the Province have been cancelled or postponed indefinitely.
    1. After School Programme activities
      • Activities within the Province have been suspended, while some are taking place virtually.
    1. Coordination of Customary Initiation Programme:
      • Winter Customary Initiation Season has been cancelled. Support to initiation schools will not be provided.
    1. Annual Funding Support to Arts and Culture NGO’s, Professional Arts Companies and Cultural Tourism events:
      • In the 2019/20 financial year some key events scheduled to take place in March 2020 were cancelled and others scheduled for the 2020/21 financial year were postponed as a result of the declaration of the national state of disaster.
      • The processing of the 2020/21 budget of the Annual Arts Funding to NGO’s and Professional Arts companies has been delayed because of the lockdown. We are now concluding the adjudication process.
    1. Provision of access to Cultural Facilities, Museums, Archives and Libraries
      • Museums and Archives are closed therefore there are no visits to these facilities. This will have an impact on annual targets as well as service of Archives to Government Bodies.
      • Cultural Facilities with accommodation are being used as isolation centres for COVID-19 patients.
      • Libraries are closed and therefore there is:
        1. No access to library materials or free internet access provided at public libraries;
        2. No outreach, literacy or holiday programmes presented to communities;
        3. Department’s deliverables impacted:
          1. Number of library material procured (depending on the impact on the publishing industry and extend of the lock down).
          2. Number of monitoring visits, i.e. professional visits, asset verifications, book returns to public libraries etc.
          3. Number of literacy programmes presented at public libraries.
    1. Arts and Culture Development Programme:
      • Some activities have been cancelled and others have been deferred to later in the year.
    1. Financial Support to Affiliated Museums:
      • It will be slightly delayed but will be achieve.
    1. The impact on the Department’s budget is still being calculated as many events and activities have been cancelled or postponed. The funding to various stakeholders and entities is constantly being reviewed in response to the COVID-19 pandemic.
      1. The Department has established the following initiatives to implement as part of the COVID-19 mitigation plan:
        1. The establishment of a Western Cape Provincial Sport & Recreation Relief Fund;
          • To provide financial assistance to athletes, sport federations, recreation entities, affected events and programmes to minimize the negative impact of the COVID-19 pandemic and ensure sustainability of the Sector.
          • R 1 Million has been budgeted for this purpose.
        1. The establishment of a Western Cape Provincial Arts, Culture and Heritage Relief Fund;
          • To provide financial assistance to freelance artists who have been unable to generate an income during national state of disaster.
          • To provide financial assistance to arts venues and productions which have been negatively affected by the national state of disaster some of which face closure resulting in huge economic impacts in the sector for practitioners and various services along the value chain.
          • To provide relief to museums who have lost revenue because of closure.
          • To provide Gig support in the recovery phase. This is a stimulus effort is to reignite the gig economy during the Recovery Phase and feeds into the third pillar of the national response, Economic Recovery.
          • To support radio promotion of South African artists based in the Western Cape who have lost work as well as those who have upcoming shows which will benefit from promotion given that it will take time for people to come out in their numbers post Covid-19 lockdown
          • To commission new digital works and content. This is a targeted programme focused on artists which have come through DCAS programmes over the last three years in Music, Dance, Drama, Literature and Fine Arts. Content must be COVID-19 related including spreading messaging on combating the spread of COVID-19.
          • R 6 Million has been budgeted for this purpose.

      The increase in the percentage of South African content in the book budget of Libraries as an influencing factor when purchasing library material
