Finance and Economic Opportunities
Whether any municipality passed an unfunded budget during the last administration (2014–2019); if so, (a) which municipalities and (b) what assistance did his Department provide?
- The list of municipalities that tabled unfunded budgets varied year-on-year and are set out in the table below:

*Due to the quality of the budget documentation submitted by Beaufort West Municipality, no determination could be done by Provincial Treasury.
- Financial Management support interventions by the Provincial Treasury to improve financial health position and sound financial management within municipalities include amongst others:
- A financial recovery plan is in place at Kannaland Municipality to address deficiencies at the Municipality, whereas a bespoke district support plan is in place to address matters in a co-ordinated and holistic manner for municipalities in the Central Karoo District. In addition, a bespoke approach was provided to Kannaland Municipality after the term ending 2019, to assist the Municipality to move towards a funded budget. There are continuous engagements with the Municipality even for the 2020/21 MTREF budget to yield a funded position.
- The implementation of the municipal budgets was tracked via the MFMA Section 71 in-year monitoring process to ensure the liquidity position of these municipalities do not deteriorate further. To this end, oversight visits to affected municipalities, close monitoring and evaluation through IYM process are taken place. In addition, enforcement of stringent cost containment measures within municipalities are done and Provincial Treasury also continue to provide municipalities with socio-economic information to enhance municipal planning and budgeting. Socio-economic profiles per municipality was released during December and March.
- Accredited training on the Budget Reforms and In-year monitoring, Cash Management and Working Capital management were also provided during October to February annually to municipal officials to improve conformance.
- Provide financial assistance through the Western Cape Financial Management Support Grant allocations to improve overall financial governance inclusive of optimising revenue and improved financial administration. The review of municipal long-term financial plans to improve sustainability were also addressed in this regard
