- What services were procured in terms of tender number L029/18 that was awarded in July 2018, (b) what part or parts of the Western Cape road safety campaign “Safely Home” are outsourced to the service provider to whom the contract under tender L029/18 have been awarded, (c)(i) what is the total value of the tender and (ii) how much has been paid to the service provider to date, (d) how many responsive or acceptable bids were received for this tender, (e) what roles did a certain person, whose name has been furnished to his Department for the purpose of his reply, occupy in the Ministry of Transport and Public Works and the Department of Transport and Public Works from 2009 and (f) what was this person’s involvement in the Western Cape road safety campaign “Safely Home”?

- The development, implementation and management of the District Safety Plan program and the Safely Home Calendar, two pillars of the strategic plan for the Branch, aligned at the time to the Departmental Strategic Outcome Orientated Goal 3 (To deliver safe and efficient, integrated transport systems in the Western Cape) and Strategic Objective 5.2, to Improve road transport safety.
- The service provider manages the annual Safely Home Survey and the Safely Home Calendar (including social media and influencer program management), and co-ordinates and supports implementation and monitoring of the District Safety Plan program. The service provider has also managed production and media services directly, resulting in significant added value to the Department due to the absence of administration and commission costs, which in terms of industry norms amounts to approximately 9% or 10%.
- (i) The appointment is for a period of 3 years, of which the first year was estimated at the time to be approximately R4, 025m. In terms of the business case and the approval, the cost for the outer years was not known at the time and was dependant on the finalization of the budgets in each consecutive year.
(ii) The total billed to date since inception of the contract on 22 July 2018 is R19 700 474.73 excluding VAT. Of this amount, 29.06% of billing was for sub-contracted work, including surveys, audio-visual productions, media and social media promotion, in other words not money that was paid to Bearfish, but in relation to the development of certain products by the mentioned sub-contractors.
(d) The Department followed a limited bid process in terms of the Provincial Treasury Instruction 5.2.1.5(a)(i), requiring the development of a business case that clearly indicates that a limited bidding process is the appropriate form of procurement. This in terms of the Provincial Treasury Instruction must be tabled to the Provincial Treasury for consultation before a decision is concluded to award such a contract. The award to Bearfish was the outcome of this consultation.
(e) The person, whose name was provided to the Minister, was employed in the Ministry of Transport & Public Works from July 2010 to June 2012, as the Head of Ministry. He was employed in the Department of Transport & Public Works from 2014 to 2018, as a Strategic Co-ordinator for road safety programs.
