  1. What challenges does her Department encounter with regard to infrastructural improvements at and maintenance of schools on leased properties and (b) what is the (i) total number and (ii) names of the schools on leased properties that pose challenges with regard to infrastructural improvements and maintenance?
Answer Body: 

               (a)    The Landlord or Owner is responsible to maintain the exterior of the premises in a good and proper condition and state of        repair. The Interior remains the responsibility of the WCED/SGB. The school should use their norms and standards funding to do the necessary maintenance on the interior of the school.

All schools including leased schools make use of the CEMIS platform to report possible emergency maintenance requests. WCED: Infrastructure Planning makes contact with the Landlord(s) in order to bring any maintenance related issue to their attention. In most instances the owner is responsible to resolve the maintenance request.

The main challenge is when Landloards/Owners of leased schools neglect their duties with regards to maintenance and fail to respond timeously to maintenance requests.

Many of the schools are older than 40 years and do not meet modern standards and therefore require continuous maintenance from both the WCED and the landlord.

b   (i)      The WCED has a leased portfolio of 258 schools.

    (ii)      Listed below are 5 leased schools with maintenance issues that occur regularly:

Bloemendal NGK Primary School

Engelbrecht NGK Primary School

Riverlands Primary School

Welgemeend NGK Primary School

Weltevreden NGK Primary School
