With reference to the reply to question 1 of 27 May 2021:
- Which departments were asked to submit reports to the SIU, (b) which reports were submitted and (c) what findings were made against such reports?
- I am informed by the various Western Cape Government departments that in the 2020/2021 financial year, the SIU asked the following departments to submit reports:
- Transport and Public Works (in relation to procurement of Personal Protective Equipment)
- Provincial Treasury (report requested in relation to Western Cape Education – confirmation on how far back WCED has been dealing with Masiqhame Trading)
- Department of the Premier (Internal Audit report requested in relation to Western Cape Education)
- Environmental Affairs and Development Planning (in relation to a Personal Protective Equipment procurement transaction worth R8 910 and not R8 910 000 as initially erroneously stated by SIU)
- Western Cape Education Department (all the bidding and contract files including payment vouchers for the service provider Masiqhame Trading)
- I am informed by the various Western Cape Government departments that in the 2020/2021 financial year, the Departments as referred to in (a) above, have all submitted the required reports to the SIU.
- I am informed by the various Western Cape Government departments that the following findings were made by the SIU as it relates to each of the Departments mentioned in (a) and (b) above:
- Transport and Public Works - no findings
- Environmental Affairs and Development Planning – no findings given the discrepancy in terms of the actual value of the transaction versus the transaction value as highlighted initially by the SIU representative.
- Western Cape Education Department - SIU concluded in the Public Report dated February 2021 that there are no adverse findings in respect of the finalised investigation in respect of hand sanitizers and related items.
