  1. (a) What is the total number of community policing forums (CPFs) in the province, (b) how many are fully functioning, (c) what is the total number of CPFs that have been funded in (i) 2014, (ii) 2015, (iii) 2016, (iv) 2017, (v) 2018 and (vi) 2019 to date, (d) how much did each CPF receive and (e) what is the breakdown of funding for each CPF per month for the (i) 2018/19 and (ii) 2019/20 financial year;
  2. whether he has encountered any challenges in working with CPFs in the province; if so, (a) what are the challenges and (b) what measures did he put in place to address these challenges?

10.     (1)(a)                 151 CPFs

              (b)                 The number of CPFs who were fully functional for the 2018-19 financial year using the Departments Expanded Partnership Programme (EPP) tool = 135 / 151

          (c)(i)             2014/15 – 105 CPFs

                   (ii)             2015/16 – 121 CPFs

                   (iii)            2016/17 – 115 CPFs

                   (iv)            2017/18 – 91 CPFs

                   (v)             2018/19 – 135 CPFs

                   (vi)            2019/20 – 107 CPFs to date

                 (2)(a)                 The following challenges were identified;

  • CPF Executive Committee members are volunteers and have limited time and resources.
  • Breakdown in community police relations in some high risk areas due to dysfunctionality of CPFs.
  • Poor performance of CPFs in terms of their legislative mandate S18 of SAPS Act.
  • CPFs being politically aligned which impacts negatively on their effectiveness.

              (b) The Department continues to provide support to CPFs through the Expanded Partnership Programme (EPP), with the aim to strengthen all 151 CPFs and assist them to become functional. The EPP, a payment for performance model, introduced by the Department and aimed at improving CPF functionality, has received the full endorsement of the Provincial CPF Board and the SAPS.  The Department assists with conflict resolution and procedural issues.
