Whether her Department has made progress in the development of a Western Cape Government Gender-based Violence Response Plan; if so, what are the relevant details?

The Department of Social Development was tasked to co-ordinate the development of a Western Cape Government Implementation Plan for the National Strategic Plan on Gender Based Violence and Femicide.

The purpose of the implementation plan is to align the Western Cape Government’s (WCG) GBV efforts to the NSP and the implementation thereof. The plan will assist the WCG with its planning, coordination and monitoring of all efforts that aim to address GBV, directly and indirectly. Furthermore, the plan will strengthen collaboration between the WCG, National and external stakeholders in the GBV sector; reinforce current GBV services and interventions, and also explore new opportunities. It should be noted that the plan specifically guides the Western Cape Provincial Government departments. Other spheres of government and agencies in the province, such as SAPS, Justice, NPA etc. are expected to develop their own Implementation Plans for this purpose.

The WCG GBV Implementation Plan was adopted by the Provincial Cabinet Wellbeing Manco on 1 September 2021

The WCG GBV Implementation Plan includes key interventions that have been identified and agreed upon to be prioritised by the Heads of Departments (HOD’s) of the 13 departments within the Western Cape Government. The GBV interventions that are prioritised in this plan are those that are currently being rolled out for the 2021/2022 financial year. All the interventions are aligned to the six pillars of the NSP.

In addition, departments are required to review and evaluate the key interventions. The review of the intervention can include a process and/or impact evaluation of the various interventions. At the end of the financial year, all departments will be expected to report on the effectiveness of their interventions and any amendments of the interventions that led to the strengthening of the service provided
