Local Government, Environ-mental Affairs and Development Planning
With respect to the proposed Sustainable Infrastructure Development and Finance Facility (SIDAFF) Programme:
1. (a)(i) At which stage is development of this programme currently and (ii) what are the details of this and (c) when does his Department expect to implement it;
2. whether any other local municipalities – in addition to those of Saldanha Bay, Swartland, Stellenbosch, the Breede Valley, Overstrand, Mossel Bay, Drakenstein and George – have indicated their commitment to this programme; if so, what are the relevant details?
(1)(a)(i) Phase 1 of the SIDAFF Programme was concluded at the end of April 2021.
(ii) Phase 1 comprised of the identification of sustainable, catalytic, impactful projects to the value of R1.779bn. These projects were packaged in the format required by National and International Donor Funding Institutions (DFIs). This was followed by a preliminary testing of appetite by the DFIs. The DFIs showed great interest and specifically indicated their preference for large scale packaged water & sanitation and renewable energy projects / programmes.
(c) Phase 2 of the programme was advertised by the French Development Agency (AFD) on 25 August 2021 and the tender closed on
27 September 2021. Phase 2 will be determining and enabling a process and mechanisms for project preparation from feasibility to bankability and determining mechanisms and governance structures for procuring financing for project implementation.
(2) The Phase 2 includes in the scope of works for more municipalities to be approached and for the further identification of more projects to be evaluated in terms of the catalytic and impactful criteria.
