With reference to the recommendations of the Public Service Commission (PSC), made by Commissioner Dr T B Luthuli, dated 13 June 2018:

  1. Whether the Provincial Police Commissioner has drafted a plan in order to ensure compliance with the provisions of section 207(4) and (5) of the Constitution, 1996, read with section 12 of the South African Police Service Act, 1995; if not, why not; if so, what are the relevant details;
  1. whether the National Police Commissioner has evaluated the Provincial Police Commissioner’s plan, referred to in (1); if not, why not; if so, what are the relevant details;
  1. whether the vacant posts that are critical and not earmarked to be abolished have been filled; if not, what are the relevant details; if so; how many?
Answer Body: 

1.       The South African Police Service informed me as follows:

                 (1) – (3)      The Provincial Commissioner did not draft a plan as per the recommendations of the Public Service Commissioner because of pending litigation instituted by the Social Justice Coalition (SJC).
