What programmes and services are planned for the Central Karoo with regard to social development of destitute groups?
Introduction
The Central Karoo is divided into 3 Service Delivery Areas (SDA’s) namely Beaufort-West, Prins Albert and Laingsburg . The Department of social Development has a local office in each of these three areas. The current staff compliment for these three offices are: 1 Social Work Manager, 3 Social Work Supervisors, 16 Social Workers, 10 Social Auxillary Workers who render social welfare services to vulnerable people in the area.
Three NGO’s are also subsidized by the Department of Social Development, who also render Child Protection services in the Central Karoo – BADISA Beaufort-West, BADISA Prins Albert, Child Welfare Laingsburg.
The following services will be rendered to develop the most vulnerable people of the Central Karoo:
Family and Child Protection Services
Family preservation programmes for families
Parent education and empowerment programmes to enhance the parenting skills and parenthood.
Safety Net for vulnerable Children
- Prevention services in terms of malnutrition and neglect.
- Rapid response services to children on the street.
- Child protection services within the framework of the Children’s Act (Temporary safe care, Foster care placement, CYCC referrals)
- After hours service for child abuse and neglect cases.
- Support service/training of safety parents, foster care , supervision and reunification services to children and families within the Child care and family system.
Social Crime Prevention Services (Probation Services)
- Assessment services to children in conflict with the law
- Diversion programmes for children and adults in conflict with the law.
- Behaviour modification and prevention/positive lifestyle programmes to reduce the involvement of children in crime in the community.
- Rendering of probation reports regards to the Criminal court.
- Rendering of services to families in the Probation Case Management system/database.
Victim Empowerment Services
- Therapeutic services to children who are victims eg. sexual abuse
- Rendering of victim impact reports to the Sexual offence Court.
- After care services to victims of abuse cases.
- Prevention and gender based support programmes for children and women
Substance Abuse Programme
- Prevention, Early intervention, Statutory and after care services/programmes to build resilience.
- Community based support services
Disability Programme
- Programmes for people with disabilities to access development opportunities.
Social Relief of Distress (SRD)
- Screening assessment of clients to align them to SRD.
- Capacity building sessions with SRD beneficiaries.
Early Childhood Development ECD /Residential Care Facilities
- Onsite monitoring services at 16 Registered ECD facilities in terms of norms and standards.
- Institutional capacity building of governing bodies and staff of ECD facilities.
- EPWP Youth programme for 10 ECD assistance at ECD facilities.
- Subsidization of 16 ECD facilities – R5 430,150.00
Older Persons Programme
- Onsite monitoring services (Norms and Standards) and programme implementation at 7 Community based and support service centre’s for Older Persons
- Capacity building of governing bodies.
- Protection service to older persons regarding abuse.
- Screening and admission of older persons to 5 Residential facilities for Older persons.
- Availability of eight emergency bed spaces at 4 Residential facilities for Older Persons
- Subsidization of 270 Older Persons at 5 Registered Facilities ( Unit Cost)
- Subsidization of 345 Older Persons at Community based and support service centre’s – R698,850.00
