- Whether he and his Department in partnership with Safely Home Project conducted any scholar transport operation inspections since 22 January 2015; if not, why not; if so, what are the relevant details;
- whether more vehicles have been impounded around the Metro area since 22 January 2015, targeting driver fitness and the roadworthiness of scholar transport vehicles; if not, why not; if so, what are the relevant details?
Answer Body:
- The Department of Transport and Public Works, through Provincial Traffic Services conduct learner transport operations on a daily basis, as part of their normal traffic patrol duties. Learner transport vehicles are stopped and checked on their way to and from school, as well as during the day where they are parked. These interventions delivered the following outcomes between 22 January 2015 and 21 April 2015 :
- Number of school buses stopped - 540
- Number of vehicles without permits - 22
- Number of vehicles overloaded - 96
- Number of unlicensed drivers - 9
- Number of drivers without PrDP - 10
- Number of discontinue notices issued - 7
- Number of vehicles impounded - 2
- Number of other cases - 14
- Number of arrests - 1
- Number of Section 56 Notices issued - 77
- Value of fines issued - R 139 100
- A total of 1 169 public transport vehicles were impounded by both Provincial and Municipal enforcement agencies in the Metro between 22 January 2015 and 21 April 2015. Of this total, Provincial Traffic Services impounded 38 public transport vehicles, of which two were learner transport vehicles. Unfortunately, the records at the City of Cape Town do not distinguish between learner and general public transport vehicles.
