Response to the Parliamentary Written Question

(1)(a)(b) (i-ii)        The information contained below reflects the amounts granted to the respective Minstrel Boards as from 2010/11 – 2014/15 financial year. The department’s allocation is a contribution towards the total cost for the various competitions and road marches. The annual festivities are a culmination of the Minstrels, Malay and Christmas Choirs events. In 2011 the Annual Road March and Competitions framework was developed that guides the department in the allocation and distribution of voted funds. A Memorandum of Agreement is concluded with all boards who qualify, specifying the purpose for which the funds will be utilised. Post events, a report from each board who had received funding from the department is obliged to submit a narrative report with visual evidence as well as an audited financial statement to comply with 38(1)(j)of the Public Finance Management Act.

For the 2014/15 financial year, an overarching entity was formed consisting of all the boards within the fraternity. At the time of adjudication the entity was not registered and all the boards signed an agreement that The Cape Town Minstrel Carnival Association should be the conduit to facilitate receipt of the total funding for the annual festivities of all boards. The total funds allocated to the Cape Town Minstrel Carnival Association were R2 236 910.64

The agreement concluded with the Association and the department clearly specified the breakdown for each board towards their respective competitions as well as the transport and medical services for the three road marches.
