Whether there are any costs that the beneficiaries of the People’s Housing Process (PHP) in the province should pay to receive their title deeds; if not, why not; if so, what (a) are the costs and (b) is the process to obtain the title deed?
Answer Body:
No, since the housing subsidy programme makes provision for transfer costs.
In most cases PHP Projects are undertaken by way of the Consolidation Subsidy Programme i.e. where the beneficiaries have already taken transfer of the serviced sites and are in possession of their title deeds. The top structures are then constructed on the already transferred sites.
