  1. What is the requirement for a person to serve in the watching brief unit and (b) (i) purpose, (ii) objective, (iii) size and (iv) budget of this unit?
Answer Body: 

(a)  The requirements for appointment in the watching brief unit are as         

                      follows:

                             Minimum Requirements:

                      A degree or equal qualification

Minimum of one (1) year for the entry level and six (6) years’ experience for the Deputy Director level respectively, in the field of criminal procedure.

                      A valid code 8 drivers’ license

                      The following will serve as added advantage:

                      A Law degree

                      Experience as prosecutor

                      Experience in the monitoring of court cases

                      Knowledge of the investigation of crime

                      Good interpersonal relations

 (b)   (i)   The purpose of the watching briefs unit is to monitor criminal court cases in order to identify ineffectiveness and inefficiency of police officers in the performance of their duties in terms of the Province’s Constitutional mandate as set out in section 206(3) of the Constitution of the Republic of South Africa, Act 108 of 1996. 

                 (ii)  The objective is to improve professional policing                 

                 (iii) The watching brief unit consists of the following approved posts:

  • 1 X Deputy Director (Salary Level 11)
  • 2 X Assistant Directors (Salary Level 9)
  • 2 X Investigating Officers (Salary Level 8)

              (iv) The budget for the 2015/ 2016 financial year is R1.99 million for compensation of employees and R99 800 for Goods and Services. The Watching Brief Project was awarded gold at the Productivity SA’s Western Cape Productivity Awards 2015 for outstanding achievement in the category Public Sector
