What are the programs in her Department that seek to bring awareness and alleviate women abuse and for each program and (b) (i) where is it taking place and (ii) how many people are reached by it?

Answer Body: 

It should be noted that programmes aimed at alleviating women abuse are not limited to those run by the Department of the Premier but, where possible, programmes are transversal, involving other Western Cape Government (WCG) departments as well as NGOs and community organisations funded by the WCG. The programmes discussed below are those initiated and run by DotP during the last three years.

I would also like to draw the Hon Member’s attention to the critical role that alcohol abuse plays in the incidence of violence against women and children in the province. For this reason the WCG has made alcohol harms reduction one of the game-changers linked to our Provincial Strategic Plan. This should have the greatest impact on reducing abuse against women and children.

2013-14

In 2013/14   the Department of the Premier, through Directorate Priority Programmes Co-ordination, provided 3 communities and survivors of gender-based violence with information on services currently available through the Victim Empowerment Programme.

  • LOVE LIFE;

2014/15

The Department of the Premier facilitated a workshop, which aimed at expanding young women’s knowledge on specific areas that are inter-linked with Gender-Based Violence. The objective of this workshop was to raise awareness on the vulnerability of young women to violence, and sought to promote youth participation and involvement in prevention efforts.

The department partnered with the NYDA.

2015/2016

The Department facilitated 6 social dialogue sessions to feed into the objectives of tackling social ills and increasing wellness. The target audience was primary school learners. The programme messaging focussed on equipping children in dealing with challenges related to substance abuse, teenage pregnancy and transitioning to a teenager. The programme was launched on Youth Day at De La Bat School for the Deaf in Worcester.

Other stakeholders in this programme included; Life Zone, Dream fields, the Department of Cultural Affairs and Sport, the Department of Education and Department of Social Development. The Department of Cultural Affairs and Sport played a vital role in terms of promoting Sign Language. The usage of sign language in the programme has been highlighted whilst building on previously established partnerships with four Schools for the Deaf.
