The total number of drug-related cases responded to by the Department for Social Development during this period is 50 151.

The table below is the validated data from NPO funding allocations with a breakdown from 2014 of service users accessing the different levels of intervention.

 (b) What is the cost per person for substance abuse rehabilitation and

       The substance abuse program allocated a budget of R89 million for the 18/19   

       financial year to various Non- profit organisations and two own services in-patient

       facilities in the Province to focus on    

       substance abuse services.

 

            The Department subsidises Inpatient Treatment with a total of 711 bed spaces at

            six funded inpatient treatment centres at a cost of R17 070 500 per treatment

            cycle.

 

Community Based Treatment is available at 54 treatment sites in the Province with a total target of 3 770 service users. The total cost allocated to this level of intervention R24 295 685.

 

(c) How many people defaulted on their rehabilitation in (i) 2015, (ii) 2016, (iii) 2017 and (iv) 2018 to date?

Treatment defaulting in the funded treatment facilities is not a common phenomenon. The verified data for the 2017/18 financial year indicates an average defaulting percentage for Inpatient Treatment at 16%.

The same data indicates an average defaulting percentage of 11% for Community Based Treatment. Adequate pre-screening and assessments are conducted prior admission to ensure that service users that are admitted are motivated for treatment. The Departmental substance abuse indicators calculate service users that have completed treatment.
