With regard to the increase in sexual offences in the province as recorded in the latest police crime statistics:

What is the breakdown of the reported sexual offences per police station in the province between January 2021 and June 2022 and (b) what are the details of the programmes that his Department has put in place to address sexual offences in each of the police stations in the top 30 police stations where rape and sexual assaults were reported?

 [b]   SAPS has implemented a Gender-based Violence (GBV) Case Management  Intervention Plan with the aim to:

  • Improve service delivery to victims of such crimes;
  • Prevent GBV service complaints;
  • Provide victim-friendly services to victims of GBV; and
  • Provide an integrated service to victims of GBV through a referral process.

SAPS, in partnership with other stakeholders also provided LGBTIQA+ Awareness Training and Trauma Support Worker Training to members and volunteers.

The Department of Community Safety is mandated to monitor police conduct  and to oversee the effectiveness and efficiency of the SAPS. The department’s focus is on monitoring SAPS with the Domestic Violence Act and in doing so,  priority is given to monitoring police stations that fall in the top 50 police stations in terms of domestic violence incidents reported.

The department is in the process of monitoring the level of compliance of SAPS  specialised units dealing with sexual offence cases, namely the Family Violence, Child Protection and Sexual Offences (FCS) units. In line with the focus on GBV and Femicide, the FCS units are the first SAPS specialised units that is prioritised  by the department for the purpose of monitoring.
