Community Safety
(1) Whether any of the community policing forums (CPFs) are considered as not functioning; if so, which of the CPFs;
(2) whether any of the CPFs received funding from the Expanded Partnership Programme (EPP) in the 2017/18 financial year; if so, (a) which of the CPFs received funding and (b) what was the amount of money given to each CPF?
[1] Both the Civilian Secretariat for Police Service Act [Act 2 of 2011] and the Western Cape Community Safety Act [Act 3 of 2013] require the Department to facilitate the proper functioning of CPFs and to evaluate the level of their functionality. Furthermore the Public Finance Management Act requires that the Accounting Officer must enforce compliance by any entity that receives financial assistance. In the Western Cape participation in the Expanded Partnership Programme [EPP] determines a CPF’s functionality. The EPP measures the level of functionality of the CPF against their performance of the activities which are linked to section 18 of the South African Police Act. The twenty three [23] CPFs listed below are deemed to be non-functional, because they do not submit monthly EPP reports to the Department:
