With reference to media reports on 6 March 2018 that reported that crime intelligence officers in the South African Police Service (SAPS) who do not meet security clearance requirements are still working in the division, (a) how many crime intelligence officers are working in the province, and of these, how many (i) have security clearance and (ii) do not have security clearance and (b) how many SAPS and crime intelligence officers were allocated to the province in (i) 2015, (ii) 2016, (iii) 2017 and (iv) 2018?

12.    The National Commissioner informed me as follows:

(a)(i)&(ii)           The functions of the Divisional Crime Intelligence, are specified in terms of Section 210 of the Constitution of the Republic of South Africa Act, 1996 (Act No. 108 of 1996) and are regulated by the National Strategic Intelligence Act, 1994 (Act No. 39 of 1994). One of the Division’s functions is to institute counter-intelligence measures within the South African Police Service (SAPS), which includes vetting investigations.

The Joint Standing Committee on Intelligence and the Inspector-General of Intelligence are, in terms of Section 2 and 7 of the Intelligence Services Oversight, 1994 (Act No. 40 of 1994), respectively responsible to perform oversight and monitoring, in relation to the intelligence and counter- intelligence functions of the Division Crime Intelligence.

In view of the above, the requested information cannot be made available.

(b)                     The following number of crime intelligence officers were allocated to the Western Cape Province, during – (i) 2015, (ii) 2016, (iii) 2017 and (iv) 2018:
