What progress has been made with the skills programme in the Saldanha Bay Industrial Development Zone?

Ithemba Skills Project

Of the 90 Learners who enrolled for training in Q1:

  • 22 received certificates
  • 55 Learners are awaiting certification from SETAs
  • 13 Learners did not complete their training

Provincial Skills Game Changer

 

  • Alignment between the Provincial Game Changer and the SBIDZ is in progress. The process to be finalised early February 2018.

Operation Phakisa Marine Manufacturing:

Centres of Specialisation

  • Changes to the 3-foot plans has been accepted and are now subject to implementation by the working group.
  • Training of 60 learners at the MCK training center started in boiler making, welding and fitting.
  • Specialisation training in Welding has also been identified in Saldanha, Port Elizabeth and East London. This initiative is funded by MerSETA to the value of R1 million through the Nelson Mandela Bay University Engineering Department, SAOGA and the SBIDZ-LC will co-project management this initiative.
  • The SBIDZ added R250 000 to this initiate to train a further 12 learners in coded stick and argon welding with successful candidates eligible to get employment at WBHO crude oil tank construction project. 

Thutho Apprentice and learnership Programmes (CHIETA)

 

 

  • Production Technology Learnership Level 3. 50 beneficiaries

           Level 2 learner will be articulated into NQF Level 3. Funding has been secured from Chieta, procurement process to be completed in January 2018.

           Training to resume in February 2018

 

  • Rigging Learnerships NQF Level 3. 50 beneficiaries

Level 2 learners have been articulated into NQF Level 3.

           Training resumes 15th January 2018.

 

  • Boilermaking Learnership NQF Level 3 [10 learners]:

Level 2 learner have been articulated to NQF Level 3.       Training commences 15th January 2018.

 

  • Welding, Electrical and Rigging Apprenticeships year 2. 30 beneficiaries:

30 learners were enrolled [10 per occupation].

All resumed training to be completed by 31st March 2018.

Siyakhula Specialised and Advanced Programmes

  • Welding, Rigging, Boilermaking, Electrical and Mechanical Fitting Advanced Skills Programmes: 390 beneficiaries

This project is in response to our skills needs and local enterprises human capital building.

This project is the up-skilling of our Ithemba Skills Programmes funded by MerSETA and the dti.

Training will be done in 2 phases.

Phase 1 commenced on 6 October with 104 learners.

 

  • Hydraulics Skills Programmes: 30 beneficiaries.

Training is in response to our skills needs

Upskilling of the rigger skills learners. All are trained at Northlink TVET College in Cape Town.

24 learners completed training

6 Learners to complete during Q4.

 

  • Welding inspection Level 1: 5 beneficiaries.

Training is in response to our skills needs

This programme is under consideration since the need for a more urgent specialised coded welding in collaboration with the Nelson Mandela Bay University [Operation Phakisa] emerged.

The new proposal shall be completed by the end of October 2017.

 

  • NEBOSCH offshore safety course: 15 beneficiaries.

Training is in response to our skills needs

NOSA has been appointed the training provider for the NEBOSCH Safety Course.

Training resumes on Monday 15 January 2018 in Saldanha.

  • Wireman’s Licence: 5 beneficiaries. [Specialised electrical training]

Training is in response to our skills needs.

Only one learner [the Armscor graduate] responded to this training. He will start training during February 2018.

 

  • Fibre-optic installation: 5 beneficiaries.

Training is in aid of local enterprises and in response to our infrastructure needs.

Training service provider has been appointed.

Training resumes early February 2018.

 

  • Supervisor training: 14 beneficiaries.

Training is in aid of local enterprises.

Training has been completed – learners await certification from SETA.

 

  • Boilermaker, Electrical and Fitter apprenticeships: 15 beneficiaries.

The training is done in partnership with MONOPEX, the mining contractor at the

Elands Fontein Mine near Hopefield. Training commenced 1 August 2017. Learners are at TVET colleges for theoretical training. To commence practical training in March 2018.

 

  • Corrosion Protection: 40 beneficiaries

Training is in aid of local enterprises and in response to our skills list

Training provider has been appointed

Training to resume on Monday 15 January 2018

 

  • Facilitators, Assessors and Moderation: 15 Beneficiaries [5 each]

Training is in aid of local service providers

RFQ has been issued

Training to resume as soon as appointment has been made

 

  • Drivers license: 50 beneficiaries.

Soft skills training co-funded by Transnet and implemented by COEGA IDZ.

Transnet withdrew from this process due to lack of funding

The SBIDZ will continue with the programme with the funding it committed

Terms of Reference currently being drafted for appointment of the service provider

Learner Integrated Management System

  • An electronic learner integrated management system is currently being explored.

One provider has been interviewed.

Appointment with second provider is outstanding.

Provider to be engage early January 2018

Notes

  • IDZ secured temporary employment for four of our rigging learners at Legacy Group Holding to perform duties on their shutdown in East London. Accommodation, transport and food are paid by the employer.
