Police Oversight and Community Safety
(1} (a) What is the number of liquor licences that are active in the province, (b) what is the detailed breakdown of the licence holders per (i) age, (ii) gender, (iii) race and (iv) suburb and (c) what is the number of inspectors that the Western Cape Liquor Authority currently has;
(2) whether the Western Cape Liquor Authority has any vacancies for inspectors; if so, (i) what are the reasons for the vacancies, (ii) how many vacancies are there and (iii) for how long have these vacancies existed?
[1] [a] As of 25 July 2022 total of 8935 licence were valid in the province.

The Western Cape Liquor Act [WCL Act] requires an ID number for purposes of processing an application Reports indicating age, gender and race are not capable of being generated automatically.
[iv] The areas are as per attached Annexure “A”.
[c] The Western Cape Liquor Authority [WCLA] has 33 liquor inspectors, 24 of whom are a fixed term contract. The additional capacity derives from special projects aimed increased regulatory visits and supporting the Safety Plan of the Western Cape Government [WCG]. Prior to 2021 the compliance and enforcement capacity amounted to 11 inspectors.

[ii] Two [2] [1 x Junior Inspector & 1 Senior Inspector]
(iii] [a] The Junior Inspector position has been vacant since January 2022. The position has been advertised internally and closed 29 July 2022.
[b] The Senior Inspector position has been vacant since January 2021. The learnings from the special project indicate that additional skillsets are required to enhance the regulatory capacity of the WCLA. As a pilot the position will be utilized to onboard audit capability in respect of liquor outlet sales volumes. This is considered critical in developing a differentiated license fee dispensation.
