1. Whether any of the Community Police Forums (CPFs) are considered to be not functioning; if so, which of the CPFs;

2. whether any of the CPFs received Expanded Partnership Programme (EPP) funding in the (a) 2015/16 and (b) 2016/17 financial years; if so, (i) which of the CPFs and (ii) what was the amount given to each CPF in each year?

Answer Body:

[1] Yes, the functionality of CPF are measured against the minimum standards of service delivery stipulated in the Expanded Partnership Programme [EPP] which are in turn linked to the statutory objectives for CPFs as per section 18 of the South African Police Service Act [Act Nr 68 of 1995]. As at 31 December 2016 nine [9] CPF’s [see table below] were classified as Dysfunctional as per the departmental classification system.
