In relation to her Department’s project that will supply 25 healthcare facilities with inverters:

  1. (a) How far along is the project, (b) when is it expected to be completed, (c) which healthcare facilities participated in the project and (d) what was the cost of the project;
  2. with respect to the 50 facilities smaller than 200 m2 that will be assisted with specifications to purchase inverter trolleys, (a) how far along is this intervention, (b) by when is it expected to be completed, (c) which healthcare facilities are participating in the initiative and (d) what is the expected total cost?
Answer Body: 

1.(a) Phase 1 of the Rural PHC Clinic Hybrid Inverter Turnkey Project will see hybrid inverters commissioned at 51 clinics.

(b) Phase 1 will commence on 20 February 2023.

(d) The initial cost estimate of the project is R7,2 million.

 

2. This proposed initiative was absorbed in the Rural PHC Clinic Hybrid Inverter Turnkey Project and trolleys will be replaced with hybrid inverters. Advantages of the Inverter Turnkey application include:

  • Provides backup power for clinics’ essential circuits in the event of load shedding
  • Normally drawing solar power for the clinic to lower grid consumption and charge batteries
  • No feed-in tariff to allow faster installation of hybrid system (no application and agreement with municipality)
  • A means of targeting net zero for the Department
  • Maintained by ESCO for 10 years as part of shared savings
  • ESCO insures installation against vandalism
  • New COC can be issued for installation and whole facility with minimal additional cost if no major faults as per SANS 10142

 

 

  1. Phase 1 of the project commences on 20 February and Phase 2 will bring about 71 additional clinics being equipped with hybrid inverters.

 

  1. Phase 2 will commence during the 2023/24 financial year.

 

  1. The remaining 71 PHC facilities.

 

  1. This is part of the R7,2m allocated towards the Clinic Hybrid Inverter Turnkey Project.
