  • The recipients for the 725 BNG units are backyard dwellers, drawn from the housing demand database within the Mossel Bay municipal areas. For the 278 FLISP units, beneficiaries will be from the Mossel Bay municipal areas who qualify in terms of the criteria for the FLISP.

The project is situated in Mossel Bay along Louis Fourie and Bill Jeffrey roads.

  • The land is in the ownership of the City of Cape Town and the Land Availability Agreement for the construction is not approved, building plans could also not be approved.
  • Section 55 (4B) application to construct submitted for approval. Awaiting outcome of the application in order to construct the tops. Tops to be constructed with Alternative Building Technology.
  • Electrical contractor appointed and procuring long lead items for electrical construction phase.
  • 1 of the 3 sites is currently invaded. The Project cannot be fully implemented until illegal land invaders are evicted.

  • Bitou Municipality appointed a service provider for the implementation and facilitation of a relocation process that will enable the construction of the houses to continue.
  • The service provider was not able to fulfil their contractual obligation and Bitou Municipality terminated their appointment. This resulted in delays to the relocations and ultimately the construction of the top structures.

(3)(a) As part of the municipal IDP (Integrated Development Planning) process, the Municipality is responsible for the identification of land for future housing projects.  If the Municipality needs financial assistance to purchase private property, they are required to apply in a prescribed manner to the Department.

(b) My Department received several requests from municipalities for financial assistance to purchase private property.  As part of the due diligence, the suitability of the properties is investigated, which includes access to or availability of bulk services.

(c) The identification of additional land is done through the municipal IDPs process, with due consideration of the direction of growth, regardless of where properties are located, whether in affluent areas or not.
