In respect of the Department’s expenditure between 2019 and 2024 to date:

(a) What is the detailed breakdown of the expenditure per programme, (b) what are the (i) expenditure items and (ii) amounts, (c) what has been the under expenditure in (i) 2019, (ii) 2020, (iii) 2021, (iv) 2022, (v) 2023 and (vi) 2024 to date, (d) what were the funds earmarked for and (e)(i) what is the detailed list of his Department’s unfunded mandates and (ii) what amounts were spent on each?

Answer Body: 

My department has informed me of the following:

11.       (a)        The detailed expenditure per programme is publicly available in the

relevant financial year’s Annual report.

(b)        The detailed expenditure per programme is publicly available in the relevant financial year’s Annual report.

(c) and (d)       The details of under expenditure is publicly available in the relevant financial year’s Annual report.

 (e)      Unfunded mandates include:

        • Expansion of Early Childhood Development
        • Universalisation of Grade R in line with the Basic Education Laws Amendment (BELA) Bill
        • National Funding Guidelines for Special Education
        • Promoting and expanding STEAMAC and Focused schools
        • Coding and Robotics

The above mandates’ expenditure has been absorbed within programme baseline budgets. The deliverables are however only partly funded, and the Department is not able to expand these mandates to meet the expected delivery levels.
