  1.  What are the national guidelines for the implementation of the Expanded Public Works Programme (EPWP);

 

  1. whether the Beaufort West Municipality and the Central Karoo District Municipality have a municipal policy for the EPWP which is in line with the national guidelines; if not, why not; if so, what are the relevant details (please supply a copy of the municipal policy);

 

  1. whether the Beaufort West Municipality and the Central Karoo District Municipality have a database of beneficiaries; if so, is it linked to the provincial and national reporting databases;

 

  1. (a) how many EPWP projects have been rolled out in the Beaufort West municipal area and the Karoo municipal area during the period 1 July 2018 to 1 July 2019 and (b) what are the details of these projects;

 

  1. whether the list of beneficiaries who have been employed between 1 July 2018 and 1 July 2019 at the Beaufort West Municipality and the Central Karoo District Municipality can be made available; if not, why not; if so, what are the relevant details?
Answer Body: 
  1. The national guidelines for the implementation of the Expanded Public Works Programme are encapsulated in the Code of Good Practice (2011), The Basic Conditions of Employment Act: Ministerial Determination (2012), Guidelines for the Implementation of the Labour-Intensive Infrastructure projects under EPWP (2015) and System Circulars for the EPWP Reporting System.

 

The Code of Good Practice (2011) is aimed at providing guidelines for the protection of EPWP beneficiaries whilst taking into account the need for workers to have basic rights.

 

The Basic Conditions of Employment Act: Ministerial Determination (2012) further emphasises the working conditions and rights of the participants.

 

The Guidelines for the Implementation of the Labour-Intensive Infrastructure projects under EPWP (2015) aims to provide Government and its partners implementing Infrastructure Sector programmes/projects with the necessary tools to successfully implement these projects using Labour-Intensive Construction and Maintenance methods.

The System Circulars provides a guide for system users with system requirements in order to ensure the capturing and processing of credible and reliable EPWP performance data on the EPWP Reporting System.

 

  1. Yes. Copies of the respective policies are attached as annexures A and B respectively.   

 

  1.  No. EPWP participants are being recruited directly on a project to project basis.
