Whether any sites in the province have been identified for the construction or upgrading of dams with public funds to provide water for farming purposes or human consumption; if so, what are the relevant details?

Answer Body: 

Yes, five (5) sites have thus far been identified.

 

  1. Clanwilliam Dam           
    • The construction works is calculated at a provisional estimated cost of three (3) billion rand. Subject to escalation costs.
    • The dam will be raised with thirteen meters (13m) and increase the current holding capacity from one hundred and twenty-two (122) million metres cubic to three hundred and forty-four (344) million metres cubic.
    • This in return will enable an increased yield (additional annual water supply) of eighty-two (82) million metres cubic per annum, which is set aside on a ratio of 25%:75% towards:
      • 25%:          Sustaining existing lawful water users (farming) and
      • 75%:          Provision of an additional sixty (60) million earmarked for new                               farming purposes and increased human consumption.

 

  1. Greater Brandvlei Dam
    • The raising of the feeder canal is to prevent the canal from over-topping in times of high velocity diversion and discharge into the dam.
    • The construction works is calculated at a provisional estimated cost of twenty (20) million rand. Subject to escalation costs.
    • The dam will not be raised. The dam has more than sufficient capacity to cater for this and other future options in increasing the storage and yield of the dam.
    • The additional yield equates to a further 4400 hectares at a preset allocation (volume) of water per hectare per annum for new agriculture establishment.

 

  1. Bergrivier Voёlvlei Augmentation Scheme
    • The scheme aims to capture high winter river flows in the Berg River and pump it to the off-channel state owned Voёlvlei Dam
    • Pumping will only commence after a predetermined flow rate has passed the structure to sustain downstream farming and human consumption as well as satisfy the ecological water requirement of the lower Berg River and estuary.
    • The construction works is calculated at a provisional estimated cost of seven hundred (780) million rand. Subject to escalation costs.
    • At present the intended works will not make more water available for farming purposes, but aims to improve the sustainable supply of fresh water to the City of Cape Town, Swartland-, Saldanha- and Bergrivier Local Municipalities within the West Coast District as well as increase the assurance of water supply of existing lawful farmer allocation from the dam and along the lower Berg River reaches.

 

  1. Swartberge Dam in Kannaland
    • Ladismith town – off channel storage dam
    • The construction works is calculated at a provisional estimated cost of two hundred (200) million rand. Subject to escalation costs.
    • The new dam will make more water available for human consumption and industrial purposes

 

  1. Zoar, Amalienstein Dam in Kannaland
    • Off-channel dam & bulk conveyance intake
    • The construction works is calculated at a provisional estimated cost of two hundred (200) million rand. Subject to escalation costs.
    • The new dam will make more water available for human consumption and farming purposes
