Local Government, Environmental Affairs and Development Planning
(1) How many people were employed by the Laingsburg Municipality since the beginning of the 2016/17 financial year;
(2) Whether any of these positions were advertised; if so, (a) how many positions were advertised, (b) where the positions were advertised, (c) what were the qualification and/or job experience requirements of each position and (d) how many people did not meet these qualification and/or job experience requirements;
(3) Provide (a) a list of all the people employed in these vacancies, (b) their current positions, (c) details of their qualifications and/or job experience as of the date of their application to the Laingsburg Municipality for their current position and (d) their current qualifications and/or job experience?
(1) The Laingsburg Municipality employed two (2) persons since the beginning of 2016/17 financial year.
There were also fourty-one (41) contract appointments made for the Extended Public Works Programme (EPWP) or an amount within the grant provisions. These appointments are made for a three-month period only following which appointments are made for the next three-month period. These appointees are responsible for, amongst others, cleaning the streets, neighbourhood watch, assisting with the refuse and support to crèches and on play grounds.
(2) The Laingsburg Municipality advertised these positions.
(a) Two positions, the Municipal Manager position and the position of Manager: Infrastructure Service were advertised;
(b) The position of the Municipal Manager was advertised in the City Press, the Rapport and on the Municipal Website and the position of Manager: Infrastructure Service was advertised in the Burger and on the Municipal Website.
Contract posts are filled using a database of unemployed persons.
(c) The qualification and/or job experience requirements of each position is specified in the respective notices. The qualification and/or job experience requirements for the position of Municipal Manager is specified in Notice 56/2018 and for the position of Manager: Infrastructure Services is specified in Notice 11/2019 and is attached as Annexure “A”.
No qualifications are specified for the contract posts.
(d) For the position of Municipal Manager, seven (7) people did not meet these qualification and/or job experience requirements and for the position of Manager Infrastructure Services, fifteen (15) people did not meet the qualification and/or job experience requirements.
(3) (a) Mr PA Williams was appointed as Municipal Manager and Mr JX Komanisi was appointed as Manager: Infrastructure Services.
A list of all contract appointments made since 2016 was not available on finalization of this response.
(b) The current position of Mr PA Williams is Municipal Manager and the current position of Mr JX Komanisi is Manager: Infrastructure Service.
(c) The Laingsburg Municipality provided details of the qualifications and/or job experience for both persons as of the date of their application to the Laingsburg Municipality for their current position. The details are contained in their respective curriculum vitaes which are attached as Annexure “B”.
(d) The current qualifications and/or job experience of both persons as of the date of their application to the Laingsburg Municipality for their current positions are contained in their respective curriculum vitae’s which is attached as Annexure “B”.
