(a) What is the Province’s budget to address the COVID-19 pandemic and (b) what is the detailed breakdown on how the budget has been spent on COVID-19-related matters to date?

  1. As part of the provincial budget strategy, the practice is to establish an unforeseen and unavoidable reserve, which amounts to
    R208.498 million in the 2020/21 financial year.  In the past, disasters have been funded through immediate reprioritisation of the budget and from this unforeseen and unavoidable reserve.  This disaster, however, is different from any previous disaster faced by the Province in terms of its impact and a different fiscal response is required.  Part of the strategy to respond holistically to COVID-19, is to review the current 2020 Budget, as well as its fiscal framework.
