With reference to his Department’s Workforce Plan 2016–2021, as stated on page 186 of the Annual Report, that aimed among others to ensure the appointment of a sufficient number of qualified, young black professionals and engineers:

How many qualified, young black professionals and engineers have been appointed in his Department in (a) 2016, (b) 2017, (c) 2018 and (d) 2019?

 Pre-Young Professional Persons (Pre-YPP) and Young Professional Persons (YPP) Programmes

The Pre-Young Professional Persons (Pre-YPP) and the Young Professional Persons Programmes are departmental affirmative action developmental programmes specifically for young people from the designated groups as defined in terms of the Employment Equity Act (Act no 55 of 1998). 

The programme specifically empowers previously disadvantaged individuals from the following designated groups:  Black, Coloured, Indian, females (White females included) and people with disabilities, who have been accepted by a recognised higher education institution for an Honours qualification (Pre-YPP), and Masters or Doctorate qualification (YPP), through the gaining of experience and mentorship, towards obtaining their qualification in the scarce and critical skills of the Department and the sector.

Candidate Engineering Technician Programme

This four-year developmental programme is aimed at assisting students who have completed their engineering qualifications, in gaining experience in order to meet the full requirements for professional registration as engineering technicians and technologists, with  the Engineering Council of South Africa (ECSA).

Students are placed with registered engineers either internally (within the department) or externally, for the duration of the programme.  It is the role of the registered engineers to ensure that candidates get the required exposure for professional registration.

The table below lists black youth appointed onto this Department’s professional youth development programmes (Pre-Young Professional Persons (Pre-YPP), Young Professional Persons (YPP) and Candidate Engineering Technicians), of which thirty one percent as indicated, are females.
