In respect of the Western Cape Provincial Powers Bill:

  1. (a) What are the (i) names and (ii) official positions of all the individuals who were involved in the drafting of the Bill and (b)(i) how many meetings took place between those who drafted the Bill, (ii) when did these meetings take place and (iii) what are the details of those who attended these meetings;
  2. whether the Honourable Christopher Fry attended any of these meetings; if not, why not; if so, how many did he attend;
  3. (a) what were the costs involved in drafting the Bill and (b) who paid these costs;
  4. whether any municipalities were consulted in the drafting of this Bill; if not, why not; if so, (a) which municipalities were consulted, (b) when were they consulted, (c) can the register of attendees at these consultations be made available and (d) are there any reports that can be made available to the public;
  5. whether the Western Cape provincial executive has discussed the costs involved in implementing this Bill should it become law; if not, why not; if so, what are the estimated costs?
Answer Body: 
  1. – (2) The Bill was initiated by the provincial Standing Committee on the Premier and Constitutional Matters (the committee) and not by the provincial executive through the Department of the Premier, which was not involved in the drafting of the Bill. This question must be posed to the chairperson of the committee. No officials in the WCG were involved in the drafting of the Bill.
  2. As per the response to Question 4 of the Question Paper 20/3023, no costs were incurred by the Western Cape Government in the drafting of the Bill as it originates from the committee.
