With regard to the one consultant at Praxis Partners Consulting (Pty) Ltd, with a BBBEE status of 1, as reported in the Department of the Premier’s Annual Report for 2022/23:
(a) What (i) are the details of the consultant, (ii) are his/her qualifications, (iii) is his/her experience and (iv) is his/her expertise and (b) what are the details of the work that was done by Praxis Partners Consulting (Pty) Ltd?
- (i) The consultant was Mr Peter Harrington
(ii) 2012–2014: Master of Public Policy, Business and Government, Harvard J. F. Kennedy School of Government (Fulbright Scholar). Specialised in the energy sector, business and government.
2002–2005 BA (Honours), Social Anthropology, London School of Economics & Political Science.
(iii) Mr Harrington is one of the world’s leading practitioners of the PDIA methodology, with over 15 years’ experience helping governments and organisations solve complex adaptive problems. He is a pioneer and thought leader for innovative approaches in development and has written and taught extensively about PDIA and government delivery.
(iv) Mr Harrington was formerly a principal consultant at Oxford Policy Management leading governance and PDIA projects around the world. He previously led action research programmes at Harvard developing the PDIA methodology to help governments develop and execute economic strategies. As former Senior Advisor at the Tony Blair Africa Governance Initiative (AGI), he advised governments across Africa on reform, delivery, and growth.
- The service provider established a platform for the WCG to be able to
independently, successfully and sustainably apply the PDIA techniques and methodology on its own, including to launch and support effective PDIA teams without further external support. A key element of his appointment was to transfer skills to WCG officials tasked sustaining PDIA practices and processes in the Province.
The work included delivering process facilitation, delivering training modules, training of trainers and a written handbook to guide WCG officials in the use of PDIA.
