The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. In the light of the recent media report published on 21 November 2025 alleging that the Executive Mayor of Kannaland attempted to extort money from a local businessman; this in addition to his existing criminal conviction and the municipality’s repeated governance failures as outlined in the Auditor-General’s findings and the mandatory Financial Recovery Plan:

  1. Whether his Department has been formally notified of these new allegations; if so, what steps have been taken in response;
  2. whether his Department will investigate the allegations in terms of section 106 of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000); if not, why not; if so, what are the relevant details;
  3. whether his Department has assessed the impact of these allegations on the implementation of the mandatory Financial Recovery Plan for the Kannaland Municipality; if so, what were the findings;
  4. whether his Department is of the opinion that the continued tenure of the Executive Mayor is compatible with the requirements of the Financial Recovery Plan and the need to restore stable, ethical leadership in Kannaland; if not, what action will be taken;
  5. whether his Department has engaged with the National Treasury, the Provincial Treasury or the Municipal Financial Recovery Services Unit regarding the potential risks posed by these allegations for ongoing intervention efforts; if so, what was the outcome?

In terms of housing delivery for the first six months of this financial year:

(1) (a)(i) What was the delivery target for Breaking New Ground (BNG) housing and (ii) how many BNG housing units have been delivered, (b) how many serviced sites have been delivered, (c)(i) what was the target for informal settlement upgrades and (ii) how many informal settlements have been upgraded, ⁠(d) how many of the projects above are in still in progress, (e) how many projects above are projected to be completed this year and (f) how much of the (i) Human Settlements Development Grant (HSDG) and (ii) Informal Settlements Upgrading Partnership Grant (ISUPG) has been spent;

(2) whether his Department has been notified that any of the grant funding is at risk of being (a) withheld, (b) returned or (c) redirected to other provinces; if so, what are the relevant details;

(3) whether the intergovernmental dispute, related to the cut in funding in 2024/25, has commenced; if so, at what stage is the dispute.

With reference to his reply to question 10 (subsection 4) of 31 October 2025:

    1. (a) What difference is there between the City’s Safe Spaces and shelters funded by his Department, (b) what criteria are used to decide which shelters are subject to the provincial norms and standards and (c) what mechanisms, if any, does his Depart-ment employ to ensure that the minimum standards are met in these Safe Spaces;
    1. whether his Department engages in any form of (a) oversight, (b) monitoring, (c) col-laboration or (d) data-sharing with the City of Cape Town regarding the operation and outcomes of Safe Spaces; if not, why not; if so, what does this consist of;
    1. whether his Department has received any complaints regarding the conditions or functioning of Safe Spaces; if so, (a) how many complaints have been received and (b) what actions have been taken in response;
    1. whether his Department has any plans to develop (a) legislation or (b) intergovern-mental frameworks to clarify provincial oversight responsibilities and to ensure service consistency across both DSD-funded shelters and muas per the NPOnicipal Safe Spaces; if not, why not; if so, what progress has been made?

With reference to the 2024 teacher cuts in which 2 407 teachers were made
redundant:
(1) (a) What guidelines did his Department issue to schools to govern the
identification of “in-excess” educators during the 2024 teacher cuts and
(b) how did his Department monitor the compliance with these guidelines
by school principals;
(2) (a) how many grievances or complaints did his Department receive alleging
unfair selection or victimisation during this process and (b) what steps has his
Department taken to investigate claims that the process was misused by
principals to target specific educators;
(3) how many educators who had been declared “in excess” in 2024 have since
been replaced by (a) newly appointed, (b) temporary or (c) contract
educators;
(4) what is the total expenditure to date on (a) legal representation,
(b) arbitration costs and (c) salaries of “in-excess” educators who are not
teaching full time;
(5) how many disputes arising from the 2024 redundancy process are currently
before the (a) Education Labour Relations Council (ELRC) and (b) Labour
Court;
(6) (a) how many educators currently qualify for reabsorption and (b) what
reasons has his Department provided in each case where reabsorption has
been refused or delayed?
