Local Government

It is the mandate of the Standing Committee on Local Government to maintain oversight over the Executive Member and his/her Department, including the implementation of legislation and to hold it accountable to the Western Cape Provincial Parliament; consider and report on legislation, other matters and Annual Reports referred to it by the Speaker;  evaluate the performance of municipalities and municipal entities in the province through the review of:  the annual reports submitted to the Provincial Parliament in terms of section 132(1) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003); the oversight reports adopted by the respective municipal councils on those annual reports; any reports issued by the Auditor-General on the affairs of any municipality in the province; the consolidated statements on the state of municipalities’ budgets referred to in section 71(7) of the Local Government: Municipal  Finance Management Act, 2003; and any other report or statement concerning the affairs of a municipality referred to the committee by the House.

The Western Cape Department of Local Government, Provincial Treasury, the City of Cape Town Metropolitan Municipality, and District and Local Municipalities of the Western Cape report to this committee.
