The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. (a) Why was the trip not brought before the Council if they conducted the trip on behalf of the Theewaterskoof Municipality, (b) who gave the (i) Deputy Mayor and (ii) Speaker the mandate to travel to the United Kingdom and France in search of opportunities for the people of Theewaterskloof and (c) why was a letter written by the Municipal Manager to the Department of International Relations and Cooperation asking for the trip to be declared as an official state visit despite not being brought before the Council;

 

  1. whether any staff members or officials in the Theewaterskloof Municipality council offices have been (i) dismissed, (ii) suspended, (iii) been given verbal or written warnings or (iv) subject to any other disciplinary action between 17 and 31 October 2023; if so, what are the details of each incident?

With regard to a recent incident at the Westerford High School in which a learner was allegedly suspended for having a poster that supports Palestine:

(1)     Whether he is aware of this incident; if so, (a) when did he become aware of it and (b) how has he intervened in the matter;

(2)     whether the learner with the poster has been suspended; if not, why not; if so, (a) what are the relevant details regarding the suspension, (b) when is the scheduled disciplinary hearing and (c) what charges have been filed against the learner;

(3)     whether he plans to initiate an investigation into the incident at the Westerford High School to ensure that the school is adhering to the appropriate code of conduct and other relevant policies; if not, why not; if so, what are the relevant details;

(4)     whether learners and Western Cape schools are prohibited from voicing support for oppressed people in any international conflict; if so, what are the relevant details;

(5)     what steps will his Department take to ensure the protection of learners’ freedom of expression and the diversity of opinions at schools in the province?
