The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

The incident that took place at the Brackenfell High School on the 9 November 2020, as well as various reports of racism shared by past and current learners on social media, has highlighted the racism that is experienced by learners at our schools:

What is the number of complaints related to racism reported to her Department, (b) what are the names of the schools where these incidents have occurred, (c)(i) what is the number of complaints of racism against teachers and (ii) what are the details of these complaints, (d)(i) what is the number of complaints of racism against learners and (ii) what are the details of these complaints, (e)(i) what is the number of complaints of racism against parents or SGBs and (ii) what are the details of these complaints and (f) what has her Department done in response to these complaints?

With regard to the President’s commitment to fixing the central line in Cape Town as was announced in his address to the joint sitting in Parliament in October 2020:

  1. (a)(i) What is the number of families that have built houses on the central line and (ii) for how long have they been living there and (b) what is his Department’s involvement with and contribution to the Passenger Rail Agency of South Africa’s project to relocate these families:

With reference to the Premier’s announcement of additional support for early childhood development centres (ECDs) in his speech about the Western Cape Recovery Plan:

(a) How many ECDs in the province still lack COVID-19 protocol compliancy in order to reopen safely, (b) how is the Province assisting these ECDs, (c) what is the rand value of the additional PPE and hygiene material that the Province plans to distribute to ECDs and (d) by when will such transfers take place;
  1. whether the Province has received any additional support from the national government in this regard; if so, what are the relevant details;
  1. (a) what are the details of the “special consultative forum” planned for key stakeholders in the ECD sector, (b) by when will this be launched, (c) what are the aims of the forum and (d) how will the deliverables of the forum be measured?

In the Premier’s address to the legislature on 22 October 2020, reference was made to a “comprehensive surveillance system” for food relief:

What is the timeline for the roll-out of this system, (b) who are the stakeholders who were consulted for the development and implementation of the system, (c) what steps will be taken once a stunting baseline is identified, (d) how will the Province liaise with food relief agencies in this regard, (e) what is the amount allocated by her Department for “additional funding to food relief by community kitchens” and (f)(i) when and (ii) how will such funding transfers take place?

With reference to the Blue Dot Service announced by the Premier in his address to the Western Cape Provincial Parliament on 22 October 2020 and his letter to the Cape Argus dated 26 October 2020:

(a) What are the key lessons learnt from the Red Dot Initiative that will inform the Blue Dot Service, (b) what other factors informed the development of the Blue Dot Service, (c) what are the (i) “monthly incentives” (referred to in the letter to the Cape Argus) that the Western Cape Government will provide to taxi drivers and operators and (ii) indicators that will be used to inform targets related to “good service” and safe operations and (c) how will these incentives be dispensed;
