The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

With regard to the functioning of the Schools Evaluation Authority, which has already completed 111 evaluations:

(1) Whether copies and details of these evaluations can be made available; if not; why not;

(2) what is the total expenditure breakdown of the Schools Evaluation Authority per year from its inception to date;

With regard to the Premier’s announcement during the SOPA 2022 that his government will employ around 1 100 new teachers this year, as well as the commitment to build security fences at 30 schools this year:

(1) (a) What is the budget for the employment of these new teachers, (b) what mechanisms were used to determine the required number of teaching posts, (c) what criteria will be used to deploy these teachers and (d) what is the detailed breakdown of the schools at which they will be posted;

(2) (a) what is the detailed list of all the schools that benefited from the fencing project in (i) 2019, (ii) 2020 and (iii) 2021 and (b)(i) which schools will benefit in the 2022 academic year and (ii) what criteria are used to identify them?

(a) What (i) is the number and (ii) are the details of the old-age homes in the province that are being run by her Department and (b)(i) how many are being subsidised by her Department, (ii) which old-age homes are they, (iii) how many of these are being scheduled for closure and (iv) what are the arrangements being made in the face of their closures?

With regard to his pronouncement in the SOPA 2022 that preparation is commencing for the Belhar and Klipfontein regional hospitals and detailed planning to enable a public–private partnership for the Tygerberg Central Hospital development has also begun, working in collaboration with the World Bank:

(a) What are the detailed updates of the planning to enable the public–private partnership for the Tygerberg Central Hospital, (b) what are the details of the collaboration with the World Bank, including the (i) number of meetings held, (ii) content of discussion, (iii) minutes of the meetings, (iv) details of the officials from his government who are engaging the World Bank and (v) details of the involvement of the national government in the process?

(a)   What is the cost of providing social services, counselling, rehabilitation and child care for the victims of alcohol abuse across the province, (b) what is the cost to her Department to maintain treatment centres for alcohol dependency, child-care services, rape counselling and other alcohol-related social ills and (c) what are the details of these costs to her Department in (i) 2017, (ii) 2018, (iii) 2019, (iv) 2020 and (v) 2021?

With regard to pronouncements by the Premier in his SOPA 2022 that the Province is planning five mega health infrastructure projects, including the Belhar, Klipfontein and Helderberg regional hospitals, the Tygerberg Central Hospital development and the Swartland District Hospital:

(a) (i) What are the time frames for these projects and (ii) at what stage are they currently, (b)(i) what is the envisaged total budget for each project and (ii) how much will be budgeted in the new financial year and (c) what plans are in place to guard against delays in the projects?

With regard to the Premier’s statement in the SOPA 2022 that, between the first quarter of 2020 and the third quarter of 2021, unemployment in the province increased by 132 000:

(1) What is the detailed breakdown of this number per (a) industry, (b) age, (c) race, (d) gender, (e) municipality and (f) ward;

(2)  with regard to the assertion in the SOPA 2022 that “the next two years will be about helping businesses create jobs, and a lots of them”: (a) what are the details of the support or help that will be given to businesses, (b) what the phrase “and lots of them” in numbers means, (c) what is the exact target for job creation over the next two years and (d) what is the nature of jobs?
