Questions and Replies

The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

With regard to the Golden Arrow Bus Services and the two electric buses introduced by the Minister on 5 July 2021:

(a) Whether the two BYD electric buses are the same buses procured by the City of Cape Town and delivered to the City in 2018 before the City cancelled the tender, (b) who owned the buses that the Golden Arrow Bus Services has acquired, (c) how were they (i) acquired by, (ii) procured by and (iii) allocated to the Golden Arrow Bus Services, (d) whether the buses are owned by the Golden Arrow Bus Services, (e) what role did the Western Cape provincial government and/or the Department of Transport and Public Works play in this, (f) what procurement process was followed if the WCG was involved, (g) is this permitted in terms of the Provincial Transport Operations Grant (PTOG) or other subsidies provided to the service, (h) how does the use of electric buses on routes affect the operating subsidy for the two electric buses given the operational costs differential, (i) what role did the uYilo Kickstart Fund play in the arrangement, (j) how does uYilo Kickstart Fund finance the pilot project, (k) how long will the pilot project operate for and (l) why are the buses not being used on longer direct routes, for example from Khayelitsha and Mitchells Plain, in order to test their range?

With regard to the Procurement Disclosure Report for quarter 3 of 2020/21:

What is the total breakdown of the amount paid to Umanyano Travel Service, including the (a) number and details of the taxis from different associations that benefited from this transaction, (b) number of trips undertaken, (c) distance travelled, (d) number of people transported and (e) average cost per kilometre;

 

  1. with regard to payments for accommodation and catering, what (a) are the reasons for that expenditure, (b) are the details of the number of persons who made use of accommodation, (c) is the cost per night and (d) is the total amount that the Department spent per person on accommodation and catering?

(3)     whether she can provide the full report of the monitoring and evaluation that was conducted at the independent school called the Darul Islam Islamic High School in 2020, including (a) the findings of the report, (b) the details of non-compliance with WCED regulations for independent schools, (c) the recommendations made by her Department for remedial action in respect of the non-compliance with the regulations and (d) all the correspondence between her Department and the school with regard to the latter’s obligation to comply with the regulations; if not, why not; if so, what are the relevant details;

 

(4)     whether there are any independent schools in the province that are not complying with the WCED regulations for independent schools; if so, what are the relevant details?

With regard to the Province’s quarter 3 procurement disclosure report for the 2020/21 financial year:

  1. (a) What is the detailed list of all the items that were procured by each department and entity, including the
  1. quantity and
  2. unit price and

(b) what are the details of the BBBEE compliance of all the suppliers that were contracted by the departments and entities;

2. whether his Department ensured strict adherence to the BBBEE provisions and to local content during PPE expenditure; if not, why not; if so, what are the relevant details?

(a) What is the breakdown of the COVID-19 roll-out programme in terms of (i) the number of people who have been inoculated, (ii) their age groups, (iii) their race, (iv) their sex and (v) the health facilities where they work as at latest date for which information is available and (b) what (i) information is required when people register for the vaccine and (ii) measures are in place to prevent healthcare workers from registering their family members who are not healthcare workers;

  1. Whether there is a policy on the (a) number of ECD centres allowed in one geographical area and (b) ratio of children to ECD practitioners allowed in each class; if not, why not; if so, who monitors the implementation of this policy;
  2. whether any unannounced visits are undertaken by her Department to ECD centres to monitor compliance with COVID-19 regulations; if so, how many unannounced visits does her Department conduct to ECD centres per month;
