The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. In relation to a meeting of the national Portfolio Committee on Forestry, Fisheries and the Environment on 25 October 2022 where the SAPS confirmed that a case of fraud was being investigated regarding those responsible for coordinating the land invasions at the Knoflokskraal site in Grabouw, with CAS number: 1/09/2022 lodged at the Grabouw Police Station:

Whether she can provide an update about the investigation into those responsible for coordinating the land invasions at the Knoflokskraal site in Grabouw?

In relation to the section of land in Grabouw, previously managed by the national Department of Forestry, Fisheries and the Environment, that was unlawfully invaded in 2021 and is now managed and owned by the national Department of Public Works and Infrastructure (DPWI):

  1. How will his Department be assisting the national Department of Public Works and Infrastructure (DPWI) to address the land invasions at the site;
  2. whether Disaster Risk Management has identified any potential risks to the surrounding community and adjacent farms; if so, what are the relevant details;
  3. whether his Department is currently engaged in any legal proceedings with the DPWI regarding the invaded site; if so, what are the relevant details?

With regard to the Western Cape education budget and the Minister’s 2024 budget speech on 27 March 2024 in which he said, “the national government only provides 64% of the wage-agreement funding due to us, which means we were short-changed by R537 million”:

(1)     (a) Why does the Minister now claim that his Department has a budget shortfall of R3,8 billion over the next three years, (b) what are the details of the R3,8 billion shortfall for each of the three years and (c) when did the Minister become aware of the R3.8 billion shortfall;

(2)     (a) what is the correlation between the R3,8 billion shortfall and the R537 million “short-changed”, (b) why did he table a budget that provided for an increase in the number of employees for “Public Ordinary School Education” from 40 086 in 2023/24 to 41 104 in 2024/25 if his Department intended to cut teacher posts from January 2025, (c) why did his budget speech on 27 March 2024 make no reference to the in-year reduction of teachers’ posts from January 2025 and (d) how did he table a budget that provided for an increase in compensation for employees of 6,1%, and that provided for an increase in the number of employees, if his Department had a R3,8 billion shortfall?

With regard to the cooperation agreement signed by the national Minister of Police, the Western Cape Government and the City of Cape Town on 30 August 2024:

  1. (a) What are the key deliverables of the agreement and (b) how will the agreement integrate with the Western Cape Safety Plan;
  2. whether the agreement resolves the Western Cape Government’s demand for the devolution of police powers either to the Province or to the City; if not, why not; if so, how;
  3. (a) what specific measures will be implemented by all parties to the agreement that will seek to reduce the prevalence of violent crime in the City of Cape Town and (b) why is this cooperation agreement necessary if the Western Cape Safety Plan is achieving its objectives;
  4. whether the Western Cape Safety Plan has achieved its objectives; if not; why is it not discontinued;
  5. (a) what is the total amount transferred to municipalities for the implementation of the Western Cape Safety Plan, in particular to (i) the City of Cape Town and (ii) any other local or district municipality and (b) what was this funding used for?
