The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. According to media reports dated 3 December 2020, the Stellenbosch Municipality was ordered to pay a settlement of R750 000 to an employment applicant who was replaced by a candidate who did not meet the job criteria.

 

  1. Whether the Director of Planning and Development, whose name has been furnished to his Department for the purpose of his reply, has been charged for the fruitless and wasteful expenditure that this amount of R750 000 now represents; if not, why not; if so, what are the relevant details;

According to media reports dated 26 January 2021, the City of Cape Town has blocked residents of this city from logging service-delivery complaints and from emailing officials and councillors.

  1. (a) What is his Department’s processes and standards when reviewing business plans put forward by local municipalities with regard to new housing developments and (b) how often are these processes and standards reviewed;
