Questions and Replies

The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

(a) What has been the average annual cost to his Department for each full-time equivalent student studying at the Elsenburg Training Institute and (b) what has been the average annual contribution from outside sources (donors, parents, etc) for each full-time equivalent student at the Elsenburg Training Institute;
  1. for the students who obtained full qualifications, what percentage obtained their qualifications within the minimum prescribed time expressed as a percentage of the number of students originally entered as full-time students?

  1. What are the full-time programmes that the Elsenburg Training Institute offer from January 2020;
  1. whether Elsenburg obtained the required approval or accreditation from outside bodies to offer these programmes; if not, (a) what are the details of the applications to offer these programmes and (b) what matters are still outstanding; if so, when was the approval granted;

 

  1. (a) for how long will students who did not finish their studies in the minimum time be supported in those programmes that are to be phased out and (b) what level of support will be offered to them?

It was reported that on 7 July 2020 that 30 000 firearms would have been destroyed in Vereeniging, Gauteng, by the SAPS:

(a)    How many of these destroyed firearms were confiscated in the Western Cape and (b)     over what period have they been confiscated?

With regard to the 2019 Western Cape matric results:

  1. What (a) was the province’s pass rate for each quintile, (b) is her Department’s budget allocation for each quintile and (c) is the budget allocation for each quintile per learner;
  1. in an article published in the Weekend Argus titled “Over 80% pass rate predicted for Western Cape matric results” it was reported that she had said that reduced budgets were a factor to consider in the decline of the province’s matric pass rate; if this is correct, why did she cut the budget for public ordinary schools in the province by R34 million in November 2019;
  1. what (a) is the Western Cape’s learner retention rate from grade 1 to grade 12 and (b) plans are in place to assist learners who have left the schooling system early?

(1)    (a) What is or was the total amount that the City of Cape Town spent on the Strandfontein Camp for the Homeless, (b) which company or companies got the contracts to manage the Ubuntu 1, 2 and 3 sites in this camp, (c) what is (i) the value of the contracts for the management of the Ubuntu 1, 2 and 3 sites and (ii) the value spent to date and (d) what process was followed to award those contract or contracts;
