The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

In terms of the Local Government Municipal Structures Act, 1998 (Act 117 of 1998), a Municipal Council may establish one or more committees necessary for the effective and efficient performance of any of its functions or the exercise of any of its powers:

 

  1. What is the function of the Leadership and Development Committee established by the City of Cape Town’s Municipal Council;

 

  1. Whether the Leadership and Development Committee complies with the requirements of section 79 of the Local Government: Municipal Structures Act, 1998, namely that it may be “necessary for the effective and efficient performance of any of its functions or the exercise of any of its powers”, if so, what functions or powers are these;

 

  1. (a) when was this committee established;

(b) which Executive Director reports to this Committee; and

(c) what has been the cost of this Committee to the City since the establishment of this Committee?

(a) In the 2017/18 financial year, what was the Department’s (i) infrastructure budget and (ii) actual expenditure, (b) of that expenditure, what (i) percentage and (ii) rand value went to companies graded 1 to 4 and 5 to 9 by the Construction Industry Development Board (CIBD), (c) of these companies, provide the (i) names of the companies, (ii) BBBEE status, (iii) type of projects and (iv) project value and (d) for each of these projects, provide the (i) job numbers, (ii) skills transfer and (iii) involvement of local enterprises (specifically SMMEs in and around the municipal area of the project site)?

With reference to the target of 597 000 jobs that was envisioned as a provincial strategic goal (PSG) and the report by the Department of Economic Development and Tourism that a total of 331 514 jobs were created in the three strategic sectors of Project Khulisa (oil and gas, tourism, and agro-processing):

1. (a) Which investment projects can be linked directly to this job output and (b) how was it measured;

2. what are the (a) gender, (b) geography, (c) age, (d) racial profile and (e) nature (casual, permanent or contact appointment) of these jobs;

3. which employment data are used to extrapolate this information, given the fact that Statistics South Africa defines the economic sectors of Project Khulisa but does not have the tourism sector as an example?

(a) From 2014 to 2019 to date, how many qualified artisans (red-seal certified) have been produced in the (i) oil and gas, (ii) tourism and (iii) agro-processing sectors, (b) what are the qualifications of these artisans and (c) what is their current status of employment?

1. (a) What is the rationale behind the provincial government’s new criteria for COVID-19 testing in the Cape metropolitan area and (b) what will be the impact of these new testing criteria on the number of tests conducted in the Cape metropolitan area;
