Questions and Replies

The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

With regard to the “Local Government: Municipal Finance Management Act: Quarterly Consolidated Statement: Quarter 3 ending 31 March 2020” gazetted on 30 April 2020 and the City of Cape Town’s draft budget for 2020/21:

The remuneration of councillors for 2019/20 is budgeted as R179 818 000. This includes R18 225 000 identified by the City of Cape Town as “other benefits and allowances”.

  1. (a) What constitutes the amount of R18 225 000 for “other benefits and

   allowances” and (b) who are the councillors or employees who receive

   these “benefits and allowances”;

  1.  whether this amount constitutes the salaries of political appointees; if so,   

   what appointments are included;

  1. what are the remuneration costs of the Office of the Executive Mayor of the City of Cape Town?

On Thursday 30 April 2020 the Langeberg Local Municipality allegedly carried out an eviction and demolition in Ashbury, Montagu.

  1. (a) Why was an eviction carried out in contravention of the Disaster Management Act (57/2002): Directions issued in terms of Regulation 10 of the Regulations under the Act, dated 26 March 2020, and (b) which law enforcement agency or entity carried out the eviction and demolition;
