The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. With regard to the draft regulations published by Senzo Mchunu, Minister of Water and Sanitation, on 19 May 2023 that introduced race quotas for the allocation of water-use licences:

  1. (a) What impact will this have on food production and food security in the province, (b) how many farms and farmworkers will be affected by these regulations and (c) what is the reasoning behind the use of racial quotas to allocate water;

With reference to the reply to question 1 of 25 March 2022:

With reference to the limited-bidding requirements set out in Chapter 16A of the Provincial Treasury Instructions:

  1. (a) On what legal basis was his Department competent to award the tender to the company in question on a limited-bidding basis and (b) what is the specific provision under paragraph 5.5.4(a) of Chapter 16A of the Provincial Treasury Instructions, 2019, relied on in this regard;

(2)   how did the Premier and his Department (a) first come to know about and (b) first became engaged with the company in question prior to the awarding of the tender;

  1. given that the tender was awarded to the company in question on a limited-bidding basis in circumstances where the Western Cape Government had already become engaged with the company prior to the tender being awarded, whether the expenditure incurred in terms of the tender is irregular expenditure; if not, why not; if so, (a) what are the relevant details and (b) what has his Department done in this regard?
