The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

  2. whether there any published reports on the impact of this programme; if so, can copies be made available;
  3. (a) what resources are provided to EFAR-trained community members to enable them to respond effectively to emergencies and (b) what partnerships exist with stakeholders to enhance the reach and effectiveness of the EFAR Programme;

In relation to measles vaccination coverage in the province:

  1. (a) What is the current percentage of children under the age of five who have received the measles vaccine in the province and (b) what targets has her Department set for measles vaccination for the (i) current and (ii) next financial year;
  2. in relation to measles vaccination campaigns, (a) how many measles vaccination campaigns have been conducted in the province over the past three years, (b) what were the reach and effectiveness of each campaign in terms of the number of children vaccinated and (c) what challenges have been identified in reaching children in underserved or remote communities;
  3. (a) what strategies are in place to educate parents and caregivers about the importance of measles vaccination and (b) how does her Department collaborate with stakeholders to increase vaccination uptake;
  4. (a) how many measles outbreaks have been recorded in the past three years and (b) what were the outcomes of her Department’s interventions?

With reference to a decision by his Department to ban water-based activities for public schools in the province:
(1) (a) Who made the decision to “ban” these activities, (b) when was the decision made, (c) why was this decision made and (d) under what authority was the decision made;
(2) (a) how many legal claims are currently pending against him, (b) of these, how many relate specifically to incidents arising from water-based school activities, (c) what is the total monetary value of these claims and (d) what portion relates to water-based activities;
(3) whether the prohibition on water-based activities is applicable to all WCED schools; if not, (a) which categories of schools are exempt and (b) on what basis are exemptions determined;
(4) (a) how many (i) schools and (ii) learners are affected by this decision, (b) what impact assessment, if any, has been conducted regarding the effect on learners’ water safety skills and (c) how does his Department intend to mitigate the loss of access to swimming and water safety education, particularly for learners in underserved communities?

On 28 April 2019 the Western Cape Government announced a formal intergovernmental dispute with the national Minister of Police in relation to the allocation of police resources in the Western Cape. Then, during his 2026 State of the Province Address in George, the Premier again announced that the Western Cape Government would “have no option” but to declare an intergovernmental dispute with the Minister of Police in relation to police resourcing in the Western Cape:

  1. Whether the 2019 intergovernmental dispute was formally declared in terms of the Intergovernmental Relations Framework Act, 2005 (Act 13 of 2005); if not, why not; if so, (a) when did this happen, (b) did the Province follow the dispute resolution process provided for in the Act, (c) what was the formal outcome of the inter-governmental dispute instituted in 2019 against the national Minister of Police and (d) on what date was the dispute concluded;
  2. whether any agreements were reached on police resourcing; if not,
  3. whether the provincial government instituted judicial proceedings in terms of section 45 of the Act; if not, why not;
  4. whether he has initiated a further intergovernmental dispute with the national Minister of Police since indicating such intention in the State of the Province Address; if not,
  5. what are the reasons for the delay; if so,
  6. (a) on what date was the dispute initiated, (b) how many other intergovernmental disputes has he initiated against the SAPS and (c) at what stage are each of these intergovernmental disputes;
  7. given the declaration of an intergovernmental dispute in 2019, why is it necessary to declare a new intergovernmental dispute in 2026;
  8. what changes to police resourcing, if any, were implemented by the SAPS between the 2019 intergovernmental dispute and the 2026 State of the Province Address?
