The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

In relation to the WCED’s CEMIS and the national Department’s SA-SAMS data systems:

(1)     Whether there have been any instances where discrepancies with the national Department have resulted in lower equitable share allocations to the WCED; if so, what are the relevant details;

(2)     what changes to the SA-SAMS must be incorporated in order to ensure its harmonisation with the output of the CEMIS?

(1) Whether a copy of the structural risk report done by Tusk last year at the Bontebok Primary School can be provided;

(1) Whether there is factual evidence that the complaints by farmers that the increase in their input cost is currently by far exceeding the inflation rate; if so, (a) what are the main drivers of the increases in input costs and (b) to what extent have the prices changed over the last 12 months;

With regard to the maintenance and fixing of traffic lights:
(1) (a) Which sphere of government is responsible for fixing and maintaining the R300 traffic lights in the City of Cape and (b) which sphere of government is responsible for fixing and maintaining traffic lights at national and regional intersections in the City of Cape Town;
(2) whether there is a (a) process and (b) timeline for fixing traffic lights at national and regional intersections in the City of Cape Town; if not, why not; if so, what are the relevant details?

With regard to the Diep River directive:
(1) Whether the National Environmental Management Act, 1998 (Act 107 of 1998), does allow the provincial Minister to impose administrative fines or penalties as listed in the Diep River directive; if not, whose responsibility is it to impose the listed penalties for non-compliance with the directive;
(2) what action has been taken by his Department in the absence of strategic stormwater outlets being installed to trap general waste by 30 November 2021, as specified in point 4.2.7 of the amended directive;
(3) what (a) steps and (b) associated timelines have been put in place by his Department to ensure that the Estuary Rehabilitation Plan, as specified in point 5.5.132.3 of the amended directive, is implemented;
(4) whether his Department will continue to conduct quarterly engagements with the (a) Organisation Undoing Tax Abuse (OUTA), (b) Milnerton Central Residents Association, (c) national Department of Water and Sanitation and (d) national Department of the Environment, Forestry and Fisheries; if not, why not?

[a]    Access Week provides free access to all members of the public to participate in recreational activities that a protected area has on offer from picnicking, birding, hiking or mountain biking just to mention a few. CapeNature also uses this opportunity to facilitate a variety of organised educational programmes for different community groups at several of its reserves during this period.
