In to his speech during the State of the Province debate on 23 July 2019 he said: “I can tell you now, Mr Speaker, that almost all the projects that were initiated by member Herron in the inner-city were halted by the court, all of them.”
(a) Which inner-city projects were halted by the court, (b) what is the court case number, (c) who were the applicants and (d) when did the court halt these projects?
In my contribution to the SOPA debate in this House on 23 July 2019, I spoke largely about safety on our roads as well as commuter safety on the poorly-functioning Metrorail rail service.
Towards the end of my input, I referred to the importance of spatial transformation and mentioned the recent advertising by the national Department of Public Works and Infrastructure of a number of pieces of land, mostly in District 6. This advertisement was subsequently withdrawn.
Finally, Speaker/Deputy Speaker, I raised concerns about the performance of the City of Cape Town under its previous Executive Mayor in relation to housing delivery, the MyCiti N2 Expressway service as well as inner city developments. These last two aspects were both at Executive Level under the control of the then Mayco Member and now Member of this House, Member Herron.

In my haste to complete what I was saying I believe that I may have expressed myself inaccurately in describing in very broad and general terms City projects as having been halted by court action when in fact they were exposed to potential court challenges. In some of these instances, in order to avoid a court challenge, the City decided to terminate the projects themselves. The Freeway Project is an example of this.
Speaker/Deputy Speaker this was not done with any intention of misleading this House.
